New Warlocks and League

Xerxis and Morvanna are out, while Rhyas and Angus won't be out for another week or so.
Am I correct in assuming we can't use them until either all 4 new Warlocks are out or the League is over?

You can use them if they're released. The only stipulation is that you couldn't proxy them prior to release.
